As our headquarters are in Dubai, with regional operations in Abu Dhabi and Muscat, we’ve had a front row seat to witness how the Middle East region has prepared itself to face these issues. Several key Middle Eastern nations have been aggressively planning and implementing AI strategies to build infrastructure and cultivate a workforce that is ready to adopt AI. Successful strategies include innovations stemming from AI as well as fiscal preparations to allocate the capital required for buildouts and enabling a cultural shift in the workplace where the adoption and integration of AI is encouraged.
United Arab Emirates
The United Arab Emirates (UAE) has made significant strides in artificial intelligence (AI), as highlighted in a recent article from the Future for Advanced Research and Studies. The UAE’s ascent in the AI sector is attributed to its ambitious National Strategy for Artificial Intelligence 2031, which aims to position the country as a global leader in AI applications. This strategy focuses on key sectors where the UAE has strong assets and opportunities for added value, including energy, tourism, logistics and transportation, healthcare, and cybersecurity. By applying AI in these areas, projections indicate a potential contribution of up to AED 335 billion (USD 91.21 billion) to the UAE’s economy.
The UAE has also established international partnerships with major companies such as Microsoft, Google, and OpenAI, and has fostered the growth of national companies like G42, which develop advanced AI technologies. The National Strategy outlines eight objectives, including establishing the UAE as an AI destination, increasing competitiveness in priority sectors, developing a fertile ecosystem for AI, and adopting AI in customer service to improve citizens’ quality of life and enhance government performance.
These efforts have led to a significant improvement in the UAE’s global AI ranking, moving from 28th to 20th place in the 2024 Global AI Index by Tortoise Media. This progress reflects the UAE’s commitment to becoming a rising global player in the field of AI.
Saudi Arabia – Saudi Vision 2030
Saudi Arabia’s Vision 2030 is a comprehensive plan to diversify the nation’s economy and reduce its dependence on oil revenues. A central component of this vision is the integration of artificial intelligence (AI) across various sectors. To spearhead this initiative, the Saudi Data & Artificial Intelligence Authority (SDAIA) was established in 2019, tasked with driving the national agenda for data and AI.
SDAIA’s mission is to position Saudi Arabia as a global leader in data-driven economies. The authority has identified that out of Vision 2030’s 96 strategic goals, 66 are directly or indirectly related to data and AI. This underscores the pivotal role AI plays in the nation’s transformation efforts.
In line with these objectives, Saudi Arabia has been actively forming strategic partnerships with global technology leaders such as IBM, Intel, and Zoom to foster innovation and knowledge exchange. The SDAIA has also developed ethical guidelines and regulatory frameworks to ensure the responsible use of AI, emphasizing data privacy and ethical standards. This regulatory focus is crucial as it aims to balance innovation with societal values, addressing potential risks associated with generative AI.
Furthermore, the kingdom is investing heavily in AI infrastructure. Notably, a significant partnership was announced between Groq, a chip firm, and a subsidiary of Saudi Aramco, aimed at building one of the largest AI inference data centers. Additionally, Saudi Arabia’s Public Investment Fund and companies like Amazon Web Services and IBM have pledged substantial investments in AI infrastructure. The kingdom has also allocated $40 billion for a dedicated AI investment fund and is exploring strategic partnerships with venture capital firms like A16z.
Through these concerted efforts, Saudi Arabia aims to harness the power of AI to drive economic diversification, enhance government services, and improve the quality of life for its citizens, aligning with the overarching goals of Vision 2030.
Oman Vision 2040
Launched in 2021 after years of preparation and consultation, Oman Vision 2040 outlines a strategic roadmap to diversify the nation’s economy and enhance its global competitiveness, with a significant emphasis on integrating artificial intelligence (AI) and advanced digital technologies. To actualize this vision, the Ministry of Transport, Communications, and Information Technology (MTCIT) has launched the National Program for Artificial Intelligence and Advanced Digital Technologies, spanning from 2024 to 2026.
Key Pillars of the National Program:
Oman has launched several notable initiatives under its National Program for Artificial Intelligence and Advanced Digital Technologies to align with Oman Vision 2040. One key initiative is the National Open Data Platform, which provides accessible data for entrepreneurs, investors, and decision-makers, enabling innovation and informed decision-making across various sectors.
Another significant effort is the establishment of the National Center for AI Research and Development, aimed at supporting researchers and academics in advancing AI knowledge and applications. This center fosters a collaborative environment where experts can explore AI-driven solutions tailored to Oman’s economic and social needs.
To encourage innovation and practical applications of AI, Oman has introduced the AI Studio, a space where AI specialists and companies can collaborate to develop technical solutions for real-world challenges. This initiative helps bridge the gap between theoretical AI advancements and their practical implementation in industries.
A unique aspect of Oman’s AI strategy is the development of the Omani Language Model, also known as Oman GPT. This generative AI model is trained on Omani cultural, historical, artistic, and scientific content, aiming to preserve and promote the nation’s heritage while enhancing Arabic AI capabilities.
In collaboration with the Ministry of Economy and the World Economic Forum, Oman has also established the Center for the Fourth Industrial Revolution. This center serves as a hub for driving technological advancement and innovation, ensuring that Oman stays at the forefront of emerging digital trends.
Additionally, the country has initiated efforts in quantum computing, focusing on raising awareness and enhancing research and development in this cutting-edge field. By fostering expertise in quantum computing, Oman aims to prepare its workforce for future technological advancements and position itself as a competitive player in the digital economy.
Through these initiatives, Oman is making significant strides in integrating AI and emerging technologies into its national development strategy, reinforcing its commitment to digital transformation and economic diversification.
One such national program involves education. In addition to encouraging investment in education and public-private partnerships to build schools, the program established the University of Technology and Applied Sciences along with initiatives to develop a labor force with the skills required in the investment and economic fields.
